Local Task Force

Serving the special education students, families, service providers and member school districts of Northeastern Educational Intermediate Unit 19

"Every child is entitled to an education based on his or her individual needs."

The Local Task Force was set up by a court order in 1972 to assist in improving education for all school-age persons with mental retardation. In 1975, the Right to Education was extended by state regulations to include learning disabilities, physical handicaps, emotional difficulties and hearing, visual, speech, and language impairment. Members of the local task force include parents of children in special education, educators, advocates and service providers of children with special needs, and concerned citizens. The task force is required to have 51 percent parent-consumer membership. We encourage everyone with an interest in the free and appropriate public education of students with special needs to become an active and involved member of the local task force. Working together, we will strive to improve, strengthen, expand, and monitor special education programs and services for all school-aged children with special needs.

Local Task Force meetings are held on the second Tuesday of every month, September through June. All Scranton School for Deaf and Hard of Hearing Children SSDHHC (formerly SSSD) meetings begin at 7:00 pm. For more information, contact the task force officers at:

*All meetings, with the exception of October 13th and April 13th, will be held from 7:00 pm to 9:00 pm. Those at the Scranton School for Deaf and Hard of Hearing Children (SSDHHC) will be held in the Community Room – in The Main Building – North Washington Ave, Scranton, PA.  Starting times (and locations, should they change) for October 13, 2009 and April 13, 2010 will be posted when the information becomes available.

History of the Local Task Force

The Right to Education Task Force was created in 1972 as part of the P.A.R.C Consent Agreement that provided for a free, appropriate public education for children with mental retardation. In 1975, the Right to Education was extended by state regulations to include learning disabilities, physical handicaps, emotional difficulties and hearing, visual, speech, and language impairment.

Membership in the Local Task Force is determined at the local level, with a 51% majority of parents/consumers required. Each LTF must have representatives from the Intermediate Unit, the local MH/MR (Mental Health/Mental Retardation Office), the local Arc, school districts, and parents/consumers.

LTF’s are actively involved with programs and services for students with disabilities in all school districts across the state and follow procedures outlined in the handbook developed by the State Task Force.
Mission and Responsibilities

LOCAL TASK FORCE DUTIES AND RESPONSIBILITIES

6.3.1 Make recommendations that assist in improving, strengthening, expanding and
monitoring programs and services for persons covered under MR services.

6.3.2 Advocates for school-aged persons and carries out the letter and spirit of the Right
to Education Consent Agreement. (PARC vs. Commonwealth)

6.3.3 Follows the policies, procedures and guidelines outlined by the State Task Force.
Reviews recommendations and communications from the State Task Force as a regular
agenda item.

6.3.4 Cooperates with direct service provider agencies, both public and private, in
planning for a continuum of programs and services.

6.3.5 Refers problems identified locally to approved private agency or to the State Task
Force for clarification, recommendation or solution.

6.3.6 Recommendations to the STF or other approved private groups concerning
solutions to local problems which may have ramifications on a regional or statewide
basis.

6.3.7. Trains new members and serves as a vehicle for educating the community.

6.3.8 Review and comments on all intermediate unit and school district Special Education
plans and budgets prior to submission to the Department of Education.

6.3.9 Assists the State Task Force in the collection of data to determine the
effectiveness of the Right to Education for individuals who receive MR services.
